BCA Construction Quality Assessment System CONQUAS

Quality workmanship is important in today's construction industry. The high quality achieved in building projects ensures future marketability and enhances the confidence of clients.

The QLASSIC is a quality assessment system developed by Construction Industry Development Board (CIDB), Malaysia whereas CONQUAS® is from Building Construction Authority (BCA), Singapore. Both quality assessment systems are widely used in Malaysia to measure quality level achieved on completed building projects.

























The Construction Quality Assessment System (CONQUAS â), introduced in Singapore since 1989, serves as a standard assessment system on the quality of building projects. A defacto national yardstick for the industry, CONQUAS â has been periodically fine-tuned to keep pace with changes in technology and quality demands of a more sophisticated population. In 1998, BCA introduced a number of new features to CONQUAS â resulting in the launch of CONQUAS â 21. Such refinements make CONQUAS â scoring more comprehensive and customer oriented. The latest CONQUASâ 8th edition was launched on 31 October 2012 to promote design and materials which support both high quality and productivity.
By using CONQUAS â as a standardized method of quality assessment, developers are able to use the CONQUAS â score to set targets for contractors to achieve and also assess the quality of the finished building.

CIDB - Kos Pusat Pembinaan Negara

The National Construction Cost Centre or N3C is a key initiative undertaken by CIDB to fulfill one of CIDB’s functions under Part II, Section 4(1)(e) and (h) of Act 520 that is “to provide consultancy and advisory services with respect to the construction industry” and “to initiate and maintain a construction industry information system”.

The main objective of N3C is to provide construction cost information with respect to the following:-
  1. Building materials price, labour wage rate, machineries hire rate & equipment purchase price 
  2. Cost indices pertaining to building materials, labour, machineries & equipment 
  3. Construction costs indices for major categories of buildings 
  4. Construction labour productivity on selected trades in construction works including labour unit rates (cost data collection is under development).

Jadual Kadar Harga Bagi Kerja-Kerja Pukal merupakan sebahagian daripada dokumen bagi kontrak yang berasaskan lukisan dan Spesifikasi untuk digunakan sebagai asas dalam penilaian perubahan kerja.

JKH ini dikemaskini 2 tahun sekali oleh Unit Kos, BPKK, CKUB berasaskan harga pasaran semasa bahan-bahan binaan, upah buruh dan sewa loji/jentera.

Ia disusun mengikut senarai ketukangan kerja iaitu: Piling, Excavation, Concretor, Bricklayer, Drainlayer, Roofer, Carpenter and Joiner, Ironmongery, Steel and Ironworker, Pavior, Plasterer and Tile Fixer, Plumber, Glazier, Painter and Road, Culvert, Fencing and Turfing.

Jadual Kadar Harga Kerja-kerja Kecil dan Memperbaiki dikemaskini setiap dua tahun sekali oleh Bahagian Perolehan dan Khidmat Kos, Cawangan Kontrak dan Ukur Bahan berdasarkan ketetapan Kementerian Kewangan. Jadual Kadar Harga ini hendaklah digunakan untuk perkiraan kos bagi kerja-kerja yang dijalankan secara undi dan tidak sekali-kali boleh digunakan untuk mengira harga bagi kerja-kerja perubahan (VO) di dalam mana-mana kontrak yang berasaskan senarai kuantiti atau pelan dan spesifikasi.

Kerja-kerja undi yang dimaksudkan di sini ialah kerja-kerja memperbaiki bangunan, jalan, longkang, membersihkan kawasan dan lain-lain kerja pembaikan yang tidak mengubah struktur asal yang nilainya tidak melebihi RM100,000. Jadual Kadar Harga ini disusun mengikut senarai ketukangan kerja berkaitan dengan pembaikan dan pengubahsuaian.
